Tanay Water District

 

         TANAY WATER DISTRICT ( TanWD) is a  a government owned and controlled corporation duly organized and existing under the Presidential Decree No. 198, as amended, known and referred to as the " Provincial Water Utilities Act of 1973."

 

The Municipality of Tanay….

 

            The Municipality of Tanay is located at the south western part of Rizal Province, about 54 kilometers fromManila.  It has a total land area of 33,466 hectares divided into residential land, agricultural and pasture land, agro-industrial, mixed orchard and forest land.  It consists of 19 barangays, 9 of which area in the town proper or poblacion are and the rest are mountain barangays.

 

It was the year 1959…

 

            The water system in Tanay, Rizal existed in the year 1959 under the administration of the late former town Mayor Teodulo Q. Bernados.  The water system was constructed through the auspices of the National Waterworks and Sewerage Authority known as (NAWASA).  The municipal government assumed the responsibility in running the operation of the water system when the NAWASA turned-over all the facilities of the system together with the management and supervision in the year 1976.  but, the system prove to be inefficient in rendering water services to its valued concessionaires and it cannot cope up with the demands of the community because of lack of financial  and technical support that maybe attributed to mismanagement and politics.

 

The formal turnover…

 

            It was also on the same year 1976 when the Sangguniang Bayan under the leadership of former town Mayor Bienvenido C. Solano created Tanay Water Distrct on September 11, 1976 by virtue of Resolution No. 84 in consonance with the provisions of Presidential Decree (P.D.) 198 otherwise known as Water Utility Act of 1973 which created the Local Water Utilities Administration (LWUA) as well.  But, it was only on August 1, 1979, under the guidance of Engr. Ismael Porciuncula, Chairman of the Board of Directors, that the Tanay Water District formally took over all the facilities of the water system including the supervision and the management of the water system from the municipal government. It was on August 27, 1979 when LWUA gave the Conditional Certificate of Conformance # 088 to Tanay Water District.

 

TanWD’s initials years of service…

 

            During our first (2) years of operation, housed at 20sqm office and home of Engr. Ismael F. Porciuncula at Brgy. Tabing Ilog, Tanay, Rizal, we had encountered a lot of problems in management and in all aspects of operation.  The employees were not properly organized.  The other water facilities were dilapidated such as pumps, pipelines, and water meters and etc.  the municipal government provided as the amount of P 6, 000.00 for the (3) three months subsidy.  We have (7) seven employees who had started to work in the organization.  There were times when we were not able to receive our salaries on time, due to lack of financial resources.  The amount of money that are collected from our valued clients were not sufficient to maintain the cost of operation but these problems were not a blocking point to stop what we have started, instead we consider it as a challenge on our part.

 

Help on the way..

 

            The Local Water Utilities (LWUA) granted us a mini-loan of Two Hundred Thousand Pesos (P200,000.00) and it was considered very important in the early stages of operation.  This amount was utilized for the rehabilitation of our pumps, water meter, purchase of other pumps and other plumbing equipment.

            Lately the P1.8 million Immediate improvement program was approved on May 1980 by LWUA authorities.

            The main priority of the loan proceeds was the well drilling of additional sources and the expansion of the distribution lines. The number of service connections increased from a mere 300 in August 1979 to 1,200 as of June 1983.  Collection efficiency also increased from forty percent (40%) to ninety percent (90%) monthly

 

The creation of PilWD…

 

            On November 22, 1986, the Sanguniang Bayan of Pililla, Rizal, passed a Resolution No. 40, Series of 1986 for the annexation of the town water system to Tanay Water District.  With the annexation of the Pililla water system, the name of our organization was changed from Tanay Water District to  Eastern Rizal Water District.  But on November 23, 1989, the Municipal government of Pililla passed Resolution No. 62 Series of 1989 for the DEANNEXATION of their water system from Eastern Rizal Water District. The name Eastern Rizal Water District was then changed to “Tanay Water District” (TanWD).

 

Brgy. Sampaloc …

 

            After the deannexation of Pililla from Tanay, the growth and the management of the water system at Brgy,Sampaloc, Tanay, Rizal started with Resolution No. 15, series of 1989, approved by the Sangguniang Barangay of Sampaloc.  A new sub-office for Brgy. Sampaloc was then constructed.  The Tanay Water District was able to succesfully constructed one production well with a capacity of 28 lps which were directly pump into the Brgy. Sampaloc distribution lines down to the its consumers 15 hours daily.

 

The Tanay Water Facilities Expansion Projects…

 

            The Philippine Government thru the Local Water Utilities Administration (LWUA), realizing the need for the expansion of Tanay water facilities, secured a loan fron Japan Bank for International Cooperation (JBIC).  This moved paved the way for improvements at the poblacion area such as, three new deepwell pumping stations, two new elevated steel water tanks, a new 600 cum concrete reservoir, booster pumping stations, and almost 15.4kms of new pipelines.  In Brgy. Sampaloc, two (2) concrete ground reservoir, one (1) deepwell pump station, one (1) booster pump station and approximately 12.9 km. of new pipelines were constructed.

 

The new building…

 

            In line with these expansion projects and TanWD changed of category from medium to big water district, a new building was constructed to improve our frontline services and accomodate the increasing number of consumers and employees.

            The new building was inaugurated on August 27, 2004. This houses five (5) divisions consisting of almost 80 employees.

 

 After 30 years of service…

 

            The mission of Tanay Water Districts remains the same since it started 30 years ago.  And that is, “To motivate and influence people to participate towards preservation of our water resources, its right use and their proper interest on the value of the precious commodity as an important ingredient of life.

            The organization shall take the responsibility of protecting and conserving the water resources for the interest of developing a healthy populace and environment within its jurisdiction”.

            The district's vision continually presses, “To provide dedicated service to the community with efficient continuous supply of affordable and portable water within its operation for the welfare and benefit of its constituents as its primary concern.”
